The University was chosen for participation by the Ministry of Education, Culture, Sports, Science and Technology in the Program to Establish a Headquarters for University Intellectual Property, which will promote the establishment of a system for international industry-academia-government cooperation in this area.
Twelve institutions were chosen for participation in the program out of 33 institutions that applied. An evaluation committee made up of knowledgeable people from outside the Ministry screened the applications with careful consideration given to each institution's record of performance up until now and the institution's ability to carry out program plans.

Universities and other institutions don't have much of a track record and lack experience and know-how in bringing about industry-academia-government cooperation in this area. Based on various proposals made at general science and technology conferences and by the Intellectual Property Headquarters and other bodies, along with seeking to contribute to Japan's international competitiveness, the program will work to achieve the following goals: establish a system for promoting international industry-academia-government cooperation, further training, development and recruitment of personnel knowledgeable in the field of international intellectual property rights, strategic acquisition of general patent rights overseas, further acceptance of research consigned by foreign companies, an expansion of joint research and related activities, and a strengthening of international industry-academia-government cooperative activities at universities and other institutions.
